Article R711-31 of the French Commercial code

The interconsular grouping may be dissolved by decree issued on the report of the minister responsible for overseeing the chambers of commerce and industry, on the proposal of the chambers concerned.

The admission of new territorial or regional chambers of commerce and industry to a grouping and the withdrawal of territorial or regional chambers of commerce and industry that are parties to a grouping are authorised by decree.
