Article R7111-22 of the French Labour Code

Representatives of professional journalists are elected by journalists holding a professional identity card.
They are elected by secret ballot in a two-round list system, based on proportional representation and the highest average, with preferential voting and without a mixture of votes.
Lists may include fewer candidates than there are seats to be filled.

Les représentants des journalistes professionnels sont élus par les journalistes titulaires de la carte d’identité professionnelle.
Leur élection a lieu à bulletin secret au scrutin de liste à deux tours, à la représentation proportionnelle suivant la règle de la plus forte moyenne, avec vote préférentiel et sans panachage.
Les listes peuvent comporter un nombre de candidats inférieur à celui des sièges à pourvoir.
