Article R7124-18 of the French General Code of Local Authorities

Each year, as part of the preparation of the budget of the territorial collectivity of French Guyana, the president of the economic, social, environmental, cultural and education council draws up a project relating to the appropriations required for its operation and the carrying out of its studies, which he submits to the president of the assembly of French Guyana.

The appropriations required for the operation of the economic, social, environmental, cultural and education council are the subject of a separate entry in the budget of the territorial collectivity. They are notified each year, after the vote on the budget, to the president of the council, by the president of the assembly of French Guiana.
