The Economic, Social, Environmental, Cultural and Education Council shall draw up its own rules of procedure.
The rules of procedure shall lay down the conditions for the election of the Chairman, the Vice-Chairmen, of whom it shall determine the number, and the Secretary of the Council.
The rules of procedure shall determine the composition of the Bureau, the number, composition, powers and operating rules of the committees, as well as the conditions under which the Council may delegate to its Bureau the power to formulate an opinion on exhaustively specified matters. The rules of procedure may also provide for the creation of specialised and temporary working groups and for the involvement in the work of leading figures and organisations with a territorial remit that do not belong to the Economic, Social, Environmental, Cultural and Education Council.
