The opinions of the Economic, Social, Environmental, Cultural and Education Council are adopted, in plenary session, by a majority of the votes cast and mention the positions of minorities. The Council may only vote if more than half of its members in office are present.
If the quorum is not reached, the meeting is adjourned to the second working day thereafter. A special meeting is convened urgently by the Chairman. Opinions are then validly given, regardless of the number of members present. Voting procedures are determined by the internal regulations.
In the event of a tie, the Chairman has the casting vote.
