Article R723-12 of the French Commercial code

The prefect draws up a list of voters from whom he has received the envelope in which the votes were cast. The list is closed at 6 p.m. on the eve of the counting of votes in the first ballot. Any envelopes received after this time shall bear a reference to the date and time they were received at the prefecture and shall be retained by the prefect. The list shall be delivered with the sealed envelopes containing the electoral envelopes to the chairman of the committee provided for in article L. 723-13 before the start of counting operations.

Between the first and second rounds of voting, the prefect draws up a list of voters for whom he has received the envelope for the second round. He closes the list on the eve of the counting of votes for the second ballot at 6 p.m. and then proceeds in accordance with the first paragraph.

Le préfet dresse une liste des électeurs dont il a reçu l’enveloppe d’acheminement des votes. La liste est close la veille du dépouillement du premier tour de scrutin à dix-huit heures. Les plis parvenant ultérieurement portent la mention de la date et l’heure auxquelles ils sont parvenus à la préfecture et sont conservés par le préfet. La liste est remise avec les enveloppes cachetées contenant les enveloppes électorales au président de la commission prévue à l’article L. 723-13 avant le début des opérations de dépouillement.

Entre le premier et le second tour de scrutin, le préfet dresse la liste des électeurs dont il a reçu l’enveloppe d’acheminement des votes pour le second tour. Il clôt la liste la veille du dépouillement du second tour de scrutin à dix-huit heures et procède ensuite conformément au premier alinéa.
