Article R733-15 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Before the competent authority issues an order for placement under mobile electronic surveillance, the prison administration shall, at the request of the latter, ensure the availability of a technical device enabling remote monitoring and the technical feasibility of mobile electronic surveillance.
The competent authority shall ensure that the foreign national has received information on the operation of this device. It shall obtain the foreign national’s prior written consent to his or her placement, or to the extension of such placement, as provided for in article L. 733-14.

Article R733-15

Avant que l’autorité compétente prononce une mesure de placement sous surveillance électronique mobile, l’administration pénitentiaire s’assure, à la demande de celle-ci, de la disponibilité d’un dispositif technique permettant le contrôle à distance et de la faisabilité technique de la surveillance électronique mobile.
L’autorité compétente s’assure que l’étranger a reçu une information sur le fonctionnement de ce dispositif. Elle recueille par écrit l’accord préalable de l’étranger à son placement, ou à la prolongation de ce placement, prévu à l’article L. 733-14.
