Article R744-21 of the French Code governing the entry and residence of foreign nationals and the right of asylum

To enable them to exercise their rights effectively, foreign nationals held in a detention facility may benefit from the assistance of a legal entity, at their request or at the latter’s initiative, under conditions defined by an agreement concluded by the Prefect or, in Paris, by the Police Prefect.
In each detention facility, this assistance is provided by a single legal entity.

Pour permettre l’exercice effectif de leurs droits, les étrangers maintenus dans un local de rétention peuvent bénéficier du concours d’une personne morale, à leur demande ou à l’initiative de celle-ci, dans des conditions définies par convention conclue par le préfet ou, à Paris, par le préfet de police.
Dans chaque local de rétention, ce concours est assuré par une seule personne morale.
