I. – Before the end of the third quarter of each year, the President of the National Council shall submit for the approval of the Minister of Justice, a list of court-appointed administrators and court-appointed representatives likely to carry out inspections during the following year. This list shall include at least twenty judicial administrators and at least forty judicial representatives.
II. – The President of the Chambre nationale des huissiers de justice and the President of the Chambre nationale des commissaires-priseurs judiciaires submit, in accordance with the same procedures, a list of members of their respective professions who are likely to carry out inspections during the following year, for approval by the Garde des sceaux, Minister of Justice. This list shall include at least forty bailiffs and at least twenty auctioneers.
III. – The Minister for Justice may refuse to approve one or more of the professionals on the lists submitted. The President of the Conseil national and, as the case may be, the President of the Chambre nationale des huissiers de justice or the Chambre nationale des commissaires-priseurs judiciaires have a period of fifteen days from notification of the decision to refuse approval to propose an additional list.
IV. – The Minister of Justice, the Keeper of the Seals, approves by decree the persons specially authorised to carry out occasional inspections, whose names are submitted to him by the President of the National Council, the President of the National Chamber of Bailiffs and the President of the National Chamber of Judicial Auctioneers.
