Article R*821-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The administrative authority competent to impose a fine for disembarking a foreign national without the required documents, as provided for in article L. 821-6, is the minister responsible for immigration.
The same authority is competent to impose a fine for failing to comply with the obligations to re-route and take charge of a foreign national, as provided for in article L. 821-10.

Article R*821-1

L’autorité administrative compétente pour prononcer l’amende pour débarquement d’un étranger dépourvu des documents requis, prévue à l’article L. 821-6, est le ministre chargé de l’immigration.
La même autorité est compétente pour prononcer l’amende pour manquement aux obligations de réacheminement et de prise en charge d’un étranger, prévue à l’article L. 821-10.
