For the organisation and operation of the High Council, its Chairman:
1° Represents the High Council in legal proceedings and acts on its behalf;
2° Appoints to posts, sets remuneration and compensation subject to the provisions of articles R. 821-10 and R. 821-13 ; for the application of the Labour Code, it exercises the powers of the company director;
3° Has authority over all department staff. He determines the organisation of the departments;
4° Signs all acts relating to the competence of the High Council;
5° May compromise under the conditions set out in 9° of Article R. 821-1 and by articles 2044 to 2058 of the Civil Code, and grant grace periods under the conditions set out in article R. 821-14-11 ;
6° Is the authorising officer for revenue and expenditure;
7° May set up revenue and expenditure accounts under the conditions laid down in article R. 821-14-16;
8° Concludes contracts, agreements and procurement contracts on behalf of the High Council;
9° Keeps accounts of expenditure commitments under the conditions defined by the accounting and financial regulations;
10° Manages cash resources and decides on investments.
