I. – The High Council shall meet at least once every three months, convened by its Chairman, at the latter’s initiative or at the request of four of its members or the Government Commissioner.
The convening period shall be fifteen days. It may be reduced to eight days in the event of an emergency.
The agenda is set by the chairman, who includes any question presented by the Government Commissioner or by at least four members.
The High Council may only validly deliberate if at least seven of its members are present. This quorum is reduced to five members when the High Council rules on individual cases outside the restricted formation.
When the quorum is not reached, the High Council validly deliberates within a minimum of eight days regardless of the number of members present, after a new convocation on the same agenda.
II. – The Bureau of the High Council meets when convened by its Chairman. Its deliberations are valid only if all its members are present.
