Article R821-33 of the French Commercial code

The meeting may only discuss matters placed on its agenda by the regional council.

The latter is required to place on the agenda matters submitted to it for that purpose at least fifteen days before the date set for the meeting, either by at least one quarter of the members of the company entitled to vote, or by the public prosecutor at the court of appeal or one of the courts of appeal located within the jurisdiction of the regional company.

L’assemblée ne peut débattre que des questions inscrites à son ordre du jour par le conseil régional.

Celui-ci est tenu d’inscrire à l’ordre du jour les questions qui lui sont soumises à cet effet quinze jours au moins avant la date fixée pour la réunion, soit par le quart au moins des membres de la compagnie ayant droit de vote, soit par le procureur général près la cour d’appel ou l’une des cours d’appel situées dans le ressort de la compagnie régionale.
