The Director General of the Institute is appointed by decree. He is responsible for the direction and management of the establishment.
The director general:
1° Prepares and executes the decisions of the board of directors;
2° Is responsible for the organisation of the establishment as well as its operation;
3° Prepares the programmes of activities of the establishment and ensures their execution;
4° Recruits and manages the staff. Prior to any decision that it takes or investigates relating to the situation of a member of staff under its authority who performs duties for the commission mentioned in article L. 822-4 functions under the conditions set out in I of article R. 822-32 or who submits an opinion or recommendation to this committee under the conditions set out in II of the same article, the Director General consults the chairman of this committee;
5° Represents the Institute in legal proceedings and in all civil acts. To take legal action, he must have the authorisation of the Board of Directors or, failing this, in an emergency, of the Chairman of the Board of Directors. He reports to the Board of Directors;
6° Is the authorising officer for revenue and expenditure.
