Article R822-29 of the French Consumer Code

Committee meetings are not open to the public.
In the absence of a consensus, the committee decides by a majority of the votes of the members present. In the event of a tie, the chairman of the meeting has the casting vote.
The committee draws up its own rules of procedure, which are published in the Bulletin officiel de la concurrence, de la consommation et de la répression des fraudes. The Commission’s rules of procedure define in particular the practical arrangements for the admissibility of referrals. They may also specify the ethical obligations of Commission members.
A referral to the Commission by a judge may not be declared inadmissible.

Les séances de la commission ne sont pas publiques.
A défaut de consensus, la commission se prononce à la majorité des voix des membres présents. Le président de séance a voix prépondérante en cas de partage égal des voix.
La commission établit son règlement intérieur, lequel est publié au Bulletin officiel de la concurrence, de la consommation et de la répression des fraudes. Le règlement intérieur de la commission définit notamment les modalités matérielles de recevabilité des saisines. Il peut préciser les obligations déontologiques des membres de la commission.
La saisine de la commission par un juge ne peut être déclarée irrecevable.
