TITLE IV: RELATIONS BETWEEN THE DEPARTMENT AND GOVERNMENT DEPARTMENTS

Mayors and chairmen of local authority groupings are appointed for three years; their term of office may be renewed. They cease to be members of the conference when they lose the capacity in respect of which they were appointed.

Mayors and presidents of groups of communes are elected by proportional representation with the highest average. Voting takes place on complete lists, without the addition or deletion of names, and without changing the order of presentation. Lists of candidates are submitted to the departmental prefecture on a date set by order of the prefect taken after consulting the president of the general council. The election is held by post. Ballot papers are sent by registered letter to the prefect. Each ballot paper is placed in a double envelope; the inner envelope must not bear any mention or distinctive sign; the outer envelope must bear the words “Election of members of the departmental investment harmonisation conference”, the indication of the college to which the person concerned belongs, his or her name, position and signature….

The conference meets at least twice a year. The notice of meeting, together with the agenda, drawn up jointly by the chairman of the General Council and the Prefect, is sent at least fifteen days before the date of the meeting.
