Chapter III: Local authorities

Local authorities or their groupings may not grant loan guarantees or sureties to the sports associations and societies mentioned in articles L. 121-1 and L. 122-2. Sports associations or societies may receive public subsidies for missions of general interest. These subsidies are the subject of agreements between the local authorities, their groupings and public establishments for inter-communal cooperation, on the one hand, and the sports associations or companies they form, on the other. A decree in the Conseil d’Etat determines the conditions under which these subsidies are paid and sets the maximum amount.

The sums paid by local authorities or groups of local authorities to sports companies in performance of service provision contracts, or any agreement whose purpose does not fall within the scope of the general interest missions referred to in article L. 113-2, may not exceed an amount set by decree.

The municipalities and public establishments for inter-municipal cooperation mentioned inarticle L. 5211-28 of the General Local Authorities Code may draw up a local sports plan in order to formalise and order the guidelines and actions aimed at promoting and developing the practice of physical and sporting activities within their territory.
