The members of the Conseil national des opérations funéraires are appointed for six years. Board members may be reappointed.

Any member who has lost the capacity for which he was appointed ceases to belong to the Conseil national des opérations funéraires. Board members appointed to replace those whose duties have ended before their normal term of office complete the term of office of those they replace. The Conseil national des opérations funéraires meets in plenary session when convened by its chairman, at least once a year, under the conditions defined in Article D. 1241-5. In urgent cases and on the proposal of its chairman, the members of the Conseil national des opérations funéraires may be consulted in writing, in accordance with the procedures defined by the rules of procedure. The Conseil national des opérations funéraires may only deliberate if at least half of its appointed members are present or represented. If this condition is not met, its members are convened for a new meeting, at which it may deliberate regardless of the number of members present. Opinions are taken by majority vote. In the event of a tie, the Chairman shall have the casting vote. >.

The Conseil national des opérations funéraires establishes its own rules of procedure.

The Directorate-General for Local Authorities provides the secretariat for the Board.

The duties of a full or alternate member of the Conseil national des opérations funéraires are free of charge. The travel expenses inherent in meetings of the Conseil national des opérations funéraires are paid by the administration under the conditions set by Decree no. 2006-781 of 3 July 2006 setting the terms and conditions for the payment of expenses incurred in the temporary travel of civil servants of the State.
