Chapter I: General principle.

As stated in article 16 of the Civil Code reproduced below: “The law ensures the primacy of the person, prohibits any attack on his dignity and guarantees respect for the human being from the beginning of his life”.

The principle mentioned in article L. 2211-1 may not be infringed except where necessary and in accordance with the conditions defined by this Title. The teaching of this principle and its consequences, information on the problems of life and national and international demographics, education in responsibility, the integration of the child into society and family policy are national obligations.
