When the draft interministerial order provided for in the first paragraph of article L. 1614-3, it shall give its decision within two months of the date of receipt of the draft by the Chairman of its plenary session.

The order establishing the amount of the increase or decrease in charges is notified to the local authorities concerned. The Minister for the Interior and the Minister for the Budget have the option of consulting the commission on any complaints made by these local authorities. The commission issues an opinion within one month of the complaint being forwarded by the ministers.

The report referred to in the second paragraph of Article L. 1614-3 shall be drawn up by the full Commission. If the plenary session does not meet before the first Tuesday in October, the report will be drawn up by its Chairman after consultation with the members of the Commission. The report is presented by the Chairman or one of the Vice-Chairmen at a meeting of the Local Finance Committee.
