Section 3: Dotation départementale d'équipement des collèges (Departmental grant for secondary school facilities)

The chapter “Dotation départementale d’équipement des collèges” created by article L. 3334-16 is included in the budget of the Ministry of the Interior.

The share of the departmental equipment grant for collèges allocated to all the departments in each region is determined each year in such a way as to take into account, up to 70%, the capacity of the establishments and, up to 30%, changes in the school-age population. When it has not been possible to allocate the share of all the départements in a region in the overall allocation between the départements in that region under the conditions set out in the third paragraph of article L. 3334-16, the distribution is made in accordance with the terms below. The allocations made to the départements are established in terms of programme authorisations. The amount of these authorisations is notified to each department by the regional prefect. The payment credits corresponding to these programme authorisations are allocated, as far as the departmental equipment grant for collèges is concerned, by the prefect.

Payment appropriations corresponding to programme authorisations are to be paid in the following proportions: – 42% during the year in which these allocations are granted; – 35% during the year following the year in which these allocations are granted; – 23% during the second year following the year in which these allocations are granted. The corresponding sums are paid in quarters at the beginning of each quarter.

After the Finance Bill has been deposited on the National Assembly’s desk and before 15 October each year at the latest, the regional prefect informs the départements of the provisional amount of the departmental equipment grant for collèges likely to be allocated to all the départements in the region. He will notify them of the final amount of this allocation as soon as the Finance Act is promulgated.
