Article R1337-2 of the French Public Health Code
In this section, “the owner” refers to the persons defined in II and III of article R. 1334-14.

In this section, “the owner” refers to the persons defined in II and III of article R. 1334-14.
Owners of the buildings referred to in articles R. 1334-16 to R. 1334-18 who fail to carry out the visual inspection and measurement of dust levels required in the first sentence of article R. 1334-29-3 after the work has been completed are liable to a third-class fine.
Failure by the owners of the buildings mentioned in article R. 1334-14 to comply with one of the obligations defined in the first paragraph of article R. 1334-16, articles R. 1334-17 to R. 1334-19 and article R. 1334-29-6 is punishable by a fifth-class fine.
Failure by the owners mentioned in article R. 1334-16 to comply with any of the obligations defined in articles R. 1334-27 to R. 1334-29, article R. 1334-29-2, the first and second paragraphs of article R. 1334-29-3 and article R. 1334-29-4 is punishable by a fifth-class fine.
Owners of the common areas of apartment blocks referred to in article R. 1334-17 and buildings referred to in article R. 1334-18 who fail to meet one of the obligations defined in articles R. 1334-27 to R. 1334-29-2, the first and second paragraphs of article R. 1334-29-3 and article R. 1334-29-5 are liable to a fifth-class fine.
It is punishable by the fine laid down for fifth class offences for a person responsible for the surveys mentioned in articles R. 1334-20 to R. 1334-22, for the periodic assessment of the state of preservation mentioned in the second paragraph of article R. 1334-27, or the visual examination referred to in article R. 1334-29-3, failing to comply with the competence, organisation and resources criteria or the insurance, impartiality and…
Repeated offences under articles R. 1337-3 and R. 1337-4 are punishable in accordance with the provisions of articles 132-11 and 132-15 of the French Criminal Code.
