Subsection 1: Regional Cooperation Fund

The regional cooperation funds established by article L. 4433-4-6 contribute to the integration of Guadeloupe, Reunion and Mayotte in their geographical environment. They contribute to economic, social and cultural cooperation initiatives with the countries in their region. The Prefect of the region and, in Mayotte, the Prefect of Mayotte, is the secondary authorising officer.

The committee set up by the second paragraph of article L. 4433-4-6 is called the Regional Cooperation Fund Management Committee. It is chaired by the Prefect of the region and, in Mayotte, the Prefect of Mayotte. The committee meets at least twice a year, convened by its chairman, who sets the agenda. The committee’s secretariat is provided by the prefect’s departments.

The list of operations financed by the regional cooperation fund and the subsidy rate applicable to each shall be determined after consultation with the heads of diplomatic posts in the States concerned. The decisions of the committee shall be adopted by majority vote. In the event of a tie, the Chairman shall have the casting vote.

The committee draws up an annual report for the Prime Minister on the assessment, evaluation and monitoring of operations subsidised by the regional cooperation fund.
