Article R5211-35 of the French General Code of Local Authorities
The provisions of articles R. 5211-36 to R. 5211-40 apply to the plenary formation and the restricted formation of the departmental commission for intermunicipal cooperation.

The provisions of articles R. 5211-36 to R. 5211-40 apply to the plenary formation and the restricted formation of the departmental commission for intermunicipal cooperation.
The Prefect convenes the Departmental Commission for Intercommunal Cooperation. The notice is sent to the members of the relevant panel in writing and at their home addresses at least five days before the day of the meeting, accompanied by the agenda and an explanatory report for each item on the agenda. The Commission départementale de la coopération intercommunale may only validly deliberate if the number of members present is at least equal to half of the serving members of the panel. If this number is not reached, a new convocation is sent under the conditions provided for in article R. 5211-36. The committee may then deliberate regardless of the number of members present.
Except in the cases provided for by IV of Article L. 5210-1-1 and by Articles 60 and 61 of the loi n° 2010-1563 du 16 décembre 2010 de réforme des collectivités territoriales, decisions are taken by an absolute majority of the votes cast. Minutes are taken of the deliberations and copies are sent to each member within eight days of the meeting. The minutes shall indicate the names and positions of the members present, the matters dealt with during the meeting and the meaning of each of the deliberations.
Meetings of the departmental commission for intermunicipal cooperation are public. However, at the request of five members, each formation of the commission may decide, by an absolute majority of the members present or represented, that it meets in camera.
