Article R5211-37 of the French General Code of Local Authorities

The Commission départementale de la coopération intercommunale may only validly deliberate if the number of members present is at least equal to half of the serving members of the panel. If this number is not reached, a new convocation is sent under the conditions provided for in article R. 5211-36. The committee may then deliberate regardless of the number of members present.
