Paragraph 1: Composition and preparation

The regional development plan provided for in Article L. 4433-7 is made up of: 1° A report; 2° A booklet of rules; 3° A general destination map of the different parts of the territory; 4° Ancillary documents.

The report, the organisation of which is decided by the region, department or local authority, includes the following elements: 1° The fundamental guidelines provided for in the first paragraph of Article L. 4433-7. The report also includes: 1° A diagnosis of the territory. The appendices are made up of any indicative elements that the local authority deems likely to shed light on the development and implementation of the plan.

A commission responsible for drawing up the draft regional development plan, which includes representatives of the local authorities and bodies listed in II of article L. 4433-10, is set up on the initiative of the president of the deliberative assembly of the region, department or local authority.

The Commission is asked to give its opinion on the programme of studies and consultations drawn up by the region, department or local authority with a view to drawing up or developing the outline plan. For the compatibility of the regional development scheme in the hypotheses and conditions defined in article L. 300-6-1 of the town planning code, the joint examination provided for in article L. 4433-10-6 takes place at the initiative of the authority referred to in article R. 300-15 of the town planning code.
