The Assembly of French Guiana is assisted by an economic, social, environmental, cultural and educational council.
The Council may comprise sections, under conditions laid down by decree in the Council of State. The sections may issue opinions. The Council shall give its opinion on the opinions and reports drawn up by the sections before they are forwarded to the competent authority.
The composition of the council, the conditions for appointing its members and the date of its installation are set by decree in the Conseil d’Etat. When a body is called upon to appoint more than one member to the council, it makes these appointments in such a way that the difference between the number of men appointed, on the one hand, and women appointed, on the other, is no greater…
The Economic, Social, Environmental, Cultural and Education Council of French Guyana shall draw up its own rules of procedure.
The Economic, Social, Environmental, Cultural and Education Council of French Guiana elects from among its members by secret ballot, under the conditions laid down in its internal regulations, its chairman and the members of its standing committee. .
Article L. 7125-1, the first and last paragraphs of article L. 7125-22 and Article L. 7125-33 are applicable to the president, vice-presidents and members of the Economic, Social, Environmental, Cultural and Education Council of French Guyana.
The members of the council receive, for the actual performance of their duties, an allowance set by the Assembly of French Guiana within the limit of a monthly ceiling determined by reference to the maximum allowances provided for councillors to the Assembly of French Guiana in the articles L. 7125-19 et L. 7125-20. This allowance varies according to the attendance of members at meetings of the council or its formations…
In addition to the leave of absence they are entitled to under article L. 7124-7, the president, the vice-presidents and the members of the council are entitled to a credit of hours allowing them to have the time necessary to prepare the meetings of the council and the committees of which they are members. This credit of hours, flat-rate and quarterly, is set by reference to the legal working week….
The president, vice-presidents and members of the council are entitled to training appropriate to their duties. The Assembly of French Guiana shall make available to the Council the resources necessary to cover their travel, subsistence and teaching expenses, as part of the operating resources provided for in article L. 7124-6. The terms and conditions for the application of this article shall be laid down by decree.
