Article L7124-3 of the French General Code of Local Authorities

The composition of the council, the conditions for appointing its members and the date of its installation are set by decree in the Conseil d’Etat.

When a body is called upon to appoint more than one member to the council, it makes these appointments in such a way that the difference between the number of men appointed, on the one hand, and women appointed, on the other, is no greater than one. The same rule applies to the appointment of qualified persons.

Councillors to the Assembly of French Guyana may not be members of the Council.

La composition du conseil, les conditions de nomination de ses membres ainsi que la date de son installation sont fixées par décret en Conseil d’Etat.

Lorsqu’un organisme est appelé à désigner plus d’un membre du conseil, il procède à ces désignations de telle sorte que l’écart entre le nombre des hommes désignés, d’une part, et des femmes désignées, d’autre part, ne soit pas supérieur à un. La même règle s’applique à la désignation des personnalités qualifiées.

Les conseillers à l’assemblée de Guyane ne peuvent être membres du conseil.
