Paragraph 2: Operation

The Supervisory Board draws up its own rules of procedure.

The Supervisory Board may be chaired by the person whom the Regional Prefect, in the event of absence or impediment, appoints for this purpose from among the members mentioned in 1° of I of article D. 1432-15. The Board elects a Vice-Chairman from among the members mentioned in 2° of I of article D. 1432-15.

Each member with voting rights has one vote, except for the members mentioned in 1° of I of article D. 1432-15 and the Chairman, who each have three votes. A member of the Supervisory Board may, if he or she and his or her alternate are unable to attend, be represented by another member of the Board holding a proxy. The provision of the previous paragraph does not apply to the members mentioned in 1° of I of article D. 1432-15. No person may hold more than one proxy.

The Supervisory Board meets at least twice a year, when convened by its Chairman or at the written request of one third of its members, stating the reasons for the request. The Director General of the Regional Health Agency shall send the Chairman of the Supervisory Board the documents relating to the preparation, implementation, evaluation and revision of the Regional Strategic Health Plan and the Agency’s multiannual contract of objectives and resources, which are necessary for the Board to carry out its duties.

I.-The decisions of the Supervisory Board are enforceable fifteen days after they are received by the ministers responsible for health, health insurance, the elderly and the disabled, unless the ministers give their reasons for objecting within this period. The duties of Supervisory Board member are free of charge. However, members may receive compensation for travel expenses.
