Section 2: The Standing Committee

The departmental council elects the members of the standing committee. The standing committee is made up of the president of the departmental council, between four and fifteen vice-presidents, provided that the number of vice-presidents does not exceed 30% of the number of council members, and possibly one or more other members.

Immediately after the election of the president and under his chairmanship, the departmental council determines the number of vice-presidents and other members of the permanent commission. Members of the permanent commission other than the president are elected by list ballot. In the event of a vacancy for a member of the standing committee other than the president, the departmental council may decide to complete the standing committee. The election of members of the Standing Committee may be contested under the conditions, in the forms and within the time limits prescribed for contesting the election of departmental councillors.

The chairman may decide that the meeting of the standing committee shall be held in several places by videoconference. Where the meeting of the Standing Committee is held by videoconference, the quorum shall be assessed on the basis of the presence of the members of the Standing Committee in the various places by videoconference.
