The secretariat of the Commission nationale d’aménagement cinématographique examines appeals, under the authority of the commission chairman.
The Commission nationale d’aménagement cinématographique is convened by its chairman. The members of the Commission receive the agenda, together with the minutes of the meetings of the departmental film planning commissions, the decisions of these commissions, the appeals and the reports of the investigating departments. The committee can only validly deliberate if at least five members are present.
The committee secretary or, if the secretary is absent or unable to attend, the deputy secretary, reports the files.
At their request, the Commission nationale d’aménagement cinématographique will hear the mayor of the municipality in which the cinema is to be located, the author of the application for authorisation and the author or one of the authors of the appeal. The Government Commissioner obtains the opinion of the Minister for Culture, which he presents to the Commission nationale d’aménagement cinématographique. He gives his opinion on the applications examined by the Commission in the light of the hearings held.
The members of the Commission nationale d’aménagement cinématographique shall keep secret both the deliberations and the documents of which they have become aware in the course of their duties.
The decision of the Commission nationale d’aménagement cinématographique, signed by its Chairman, is notified, within two months, to the Minister for Culture, to the applicants and to the author of the application for authorisation if he is not the applicant.
