Article L613-3 of the French Consumer Code

Where the consumer mediator is employed or remunerated exclusively by a professional body or federation, he or she shall meet the requirements laid down by the provisions of article L. 613-1 and has a separate and sufficient budget to carry out its mission, except where it belongs to a collegiate body made up equally of representatives of approved consumer protection associations and representatives of professionals.
