Subsection 3: Multiannual regional plan for risk management and healthcare system efficiency

The Director General of the Regional Health Agency prepares, adopts and evaluates the regional multi-annual plan for risk management and the efficiency of the healthcare system provided for in article L. 182-2-1-1 of the Social Security Code, after obtaining the opinion of the committee referred to in article R. 1434-13.

The duration of the regional multiannual plan for risk management and efficiency in the healthcare system, drawn up by the Director General of the Regional Health Agency, is two years. The plan may be revised by amendments adopted under the same conditions.

The regional multi-annual plan for risk management and efficiency in the healthcare system sets out the national programmes for risk management and efficiency in the healthcare system established by the national committee for risk management and efficiency in the healthcare system provided for inarticle L. 182-2-1-1 of the Social Security Code, in accordance with the objectives defined by the national plan for risk management and efficiency in the healthcare system…

The national programme for risk management and efficiency in the healthcare system is broken down, with regard to the appropriateness of care, within each regional multi-annual plan for risk management and efficiency in the healthcare system, by the regional plan mentioned in article R. 162-44 of the Social Security Code.

The regional health agencies receive, from the National Steering Committee for the Regional Health Agencies, the national programmes for risk management and efficiency in the healthcare system referred to in Article R. 1434-21, drawn up by the National Committee for Risk Management and Efficiency in the Healthcare System, with a view to their integration into the regional multi-annual plan for risk management and efficiency in the healthcare system.

The agreement referred to inarticle L. 182-2-1-1 of the Social Security Code may provide for specific complementary regional actions, the implementation of which it defines.

The Director General of the Regional Health Agency is informed by the representative appointed by the Director General of the National Union of Health Insurance Funds mentioned inarticle L. 182-2-1-1 of the Social Security Code of any risk management and healthcare system efficiency initiatives that are not included in the regional multiannual risk management and healthcare system efficiency plan.

The regional multi-annual plan for risk management and healthcare system efficiency is implemented in compliance with the agreements on objectives and management concluded between the competent State authority and the national funds referred to in articles L. 227-1 and L. 611-7 of the Social Security Code and article L. 723-12 of the Rural and Maritime Fishing Code, which determine the rules for allocating the necessary resources. The National Committee for Risk Management and Efficiency in the Healthcare System, when a referral is made to it either by one of its members or by a Director General of a Regional Health Agency, examines the difficulties encountered in the implementation of regional multi-year plans for risk management and efficiency in the healthcare system.
