Article L2393-9 of the French Public procurement code

When the contractor decides to award the sub-contracts on the basis of a framework agreement defined in 1° of Article L. 2325-1, the duration of this framework agreement may not exceed seven years, except in exceptional circumstances determined by taking into account the expected lifespan of the objects, installations or systems delivered, as well as the technical difficulties that may arise from a change of third party economic operator.
