Section 1: Report presenting the procedure carried out by the contracting authorities

Article R2184-1 of the French Public procurement code

The contracting authority shall draw up a report presenting the procedure for awarding contracts and dynamic purchasing systems meeting a need whose value is equal to or greater than the European thresholds set out in a notice annexed to this Code.This report need not be drawn up for subsequent contracts based on a framework agreement where these are concluded without reopening competition.
