It may be consulted directly by the administration on specific problems in its constituency. Article R711-21 of the French Commercial code

The delegation elects its chairman, who is by right a member of the bureau of the territorial chamber of commerce and industry. The delegation meets when convened by its chairman or at the request of at least one third of its members.
