Subsection 3: Foreign nationals who must be handed over to the authorities of a Member State of the European Union or who are subject to a travel ban on French territory

The actual surrender of the foreign national, as provided for in Title II of Book VI, may not take place until the foreign national has been given the opportunity to present observations and to notify or have notified his consulate, a counsel or any person of his choice.
