Selective financial aid is awarded prior to production for the production of feature-length cinematographic works.
The following works are eligible for pre-production production support:1° They meet the general conditions laid down in sub-section 2 of section 1 of this chapter;2° They are original French-language works or, if at least two different languages are used, works in which French or a regional language in use in France is the language used most often. Pre-production production grants are awarded on the basis of the nature of the subject and the characteristics, qualities and production conditions of the works.
The granting of aid is the subject of two decisions:1° A provisional decision accepting the principle of granting aid. To obtain this decision, the application must be submitted either by the author of the screenplay, the director or any other co-author of a cinematographic work, or by the delegated production company;2° A definitive award decision after setting the amount of aid. The provisional decision is taken following the opinion of the relevant Selective Production Grants Committee, which is consulted after the reading committees have been consulted in accordance with the procedures laid down in 1° of Article 122-5.
The provisional decision lapses if filming does not begin within a maximum of twenty-four months from the date of notification to the beneficiary. In exceptional circumstances and at the reasoned request of the production company, the aforementioned period may be extended for a period not exceeding one year, by decision of the President of the Centre national du cinéma et de l’image animée.
The final award decision is taken after setting the amount of aid, determined after the opinion of the costing committee mentioned in Article 211-151.
The Chairman of the Centre national du cinéma et de l’image animée may refer to the costing committee any substantial change in the conditions of production or realisation of a project. The costing committee may, if it considers it necessary, propose that the matter be referred again to the relevant committee.
The aid is granted in the form of an advance.The aid is the subject of an agreement signed with the production company.The agreement cannot be implemented until the investment has been approved.
