Subsection 3: Exceptional aid to offset fixed costs

Exceptional aid is granted in the form of a direct allocation to help offset the fixed costs incurred by operators of cinemas who :1° Are eligible for financial aid for the creation and modernisation of cinemas;2° Are eligible for aid under decree no. 2021-310 of 24 March 2021 instituting aid to compensate for the fixed costs not covered by companies whose business is particularly affected by the covid-19 epidemic;3° Benefit…

Exceptional aid is awarded for each cinema.

For the application of this sub-section :1° The market share of a cinema is defined as the ratio between the average sales achieved by this cinema over a given period defined in 3° and the sum of the average sales achieved over this same period by all the cinemas eligible for exceptional aid;2° Sales are defined as the proceeds from the sale of admissions or, in the case of a…

For each cinema, the amount of the direct allocation is determined by applying the percentage corresponding to the market share of this cinema to the amount of credits allocated to direct allocations.The amount of the direct allocation may not exceed 70% of the mathematical opposite of the gross operating surplus at fixed costs mentioned in article 2 of the aforementioned decree no. 2021-310 of 24 March 2021.

To obtain the aid, cinema operators must submit the form drawn up by the Centre national du cinéma et de l’image animée electronically by 31 October 2021 at the latest.

The decision of the President of the Centre national du cinéma et de l’image animée specifies the amount of aid awarded and the terms of payment.

The granting of the exceptional aid is subject to the provisions of exempted framework scheme No SA.42681, relating to aid for culture and heritage conservation for the period 2014-2023, adopted on the basis of Commission Regulation No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty.
