The judge gives notice of the initiation of proceedings to the public prosecutor; when they are not petitioners, he also gives notice to each of the parents, the guardian, the person or representative of the service to which the child has been entrusted.
He hears each of the parents, the guardian, the person or representative of the service to which the child has been entrusted and the minor capable of discernment and informs them of the reasons for his referral.
It hears any other person it deems useful to hear.
The notice of commencement of the proceedings and the summonses sent to the parents, the guardian, the person or representative of the service to whom the child has been entrusted and the minor shall mention the rights of the parties to choose a counsel or to request that one be appointed for them ex officio in accordance with the provisions of article 1186. The notice and the summonses shall inform the parties of the possibility of consulting the file in accordance with the provisions of l’article 1187.
