Article 220 of the French Code of Criminal Procedure

The president of the investigating chamber shall ensure the proper functioning of the investigating chambers within the jurisdiction of the court of appeal. In particular, he verifies the conditions of application of paragraphs 4 and 5 of Article 81 and article 144 and shall endeavour to ensure that proceedings are not subject to any unjustified delay. Whenever he deems it necessary, and at least once a year, he sends his written observations to the first president of the court of appeal, the public prosecutor at the said court, the president of the judicial court concerned and the public prosecutor at the said court.

Le président de la chambre de l’instruction s’assure du bon fonctionnement des cabinets d’instruction du ressort de la cour d’appel. Il vérifie notamment les conditions d’application des alinéas 4 et 5 de l’article 81 et de l’article 144 et s’emploie à ce que les procédures ne subissent aucun retard injustifié. Chaque fois qu’il le juge nécessaire et au moins une fois par an, il transmet ses observations écrites au premier président de la cour d’appel, au procureur général près ladite cour ainsi qu’au président du tribunal judiciaire concerné et au procureur de la République près ledit tribunal.
