Article 66 bis of the French Customs Code

1. Any natural or legal person who, in the course of continuous and regular commercial traffic, sends postal parcels or items by post from abroad to recipients in the customs territory, including the free zones of Gex and Haute-Savoie, is required to have a representative domiciled in France accredited by the customs and excise administration to carry out the customs clearance formalities relating to these imports.

2. Orders issued by the Director General of Customs and Excise shall determine the conditions for the application of this article.

Article 66 bis

1. Toute personne physique ou morale qui, à l’occasion d’un trafic commercial continu et régulier, adresse de l’étranger à des destinataires situés dans le territoire douanier, y compris les zones franches de Gex et de la Haute-Savoie, des colis postaux ou des envois par la poste, est tenue de faire accréditer auprès de l’administration des douanes et droits indirects un représentant domicilié en France pour y procéder aux formalités de dédouanement afférentes à ces importations.

2. Des arrêtés du directeur général des douanes et droits indirects déterminent les conditions d’application du présent article.
