Article 695-9-11 of the French Code of Criminal Procedure

The freezing order and the certificate issued by the judicial authority of the issuing State shall be transmitted, in accordance with the procedures laid down in article 695-9-6, to the territorially competent investigating judge, if necessary via the public prosecutor or the public prosecutor.

The investigating judge with territorial jurisdiction is that of the place where any of the assets that are the subject of the freezing request are located or, if this place is not specified, the Paris investigating judge.

If the judicial authority to which the freezing request has been forwarded is not competent to act on it, it shall forward it without delay to the competent judicial authority and shall inform the judicial authority of the issuing State accordingly.

La décision de gel et le certificat émanant de l’autorité judiciaire de l’Etat d’émission sont transmis, selon les modalités prévues à l’article 695-9-6, au juge d’instruction territorialement compétent, le cas échéant par l’intermédiaire du procureur de la République ou du procureur général.

Le juge d’instruction territorialement compétent est celui du lieu où se situe l’un quelconque des biens faisant l’objet de la demande de gel ou, si ce lieu n’est pas précisé, le juge d’instruction de Paris.

Si l’autorité judiciaire à laquelle la demande de gel a été transmise n’est pas compétente pour y donner suite, elle la transmet sans délai à l’autorité judiciaire compétente et en informe l’autorité judiciaire de l’Etat d’émission.
