Article 696-42 of the French Code of Criminal Procedure

The extradition, by means of transit on French territory or by the vessels of the French maritime services, of a person not having French nationality, handed over by another government is authorised by the Minister of Justice, on simple request through diplomatic channels, supported by the documents necessary to establish that it is not a political or purely military offence.

This authorisation may only be given to States which grant the same right to the French government on their territory.

Transport is carried out under the supervision of French agents and at the expense of the requesting government.

L’extradition, par voie de transit sur le territoire français ou par les bâtiments des services maritimes français, d’une personne n’ayant pas la nationalité française, remise par un autre gouvernement est autorisée par le ministre de la justice, sur simple demande par voie diplomatique, appuyée des pièces nécessaires pour établir qu’il ne s’agit pas d’un délit politique ou purement militaire.

Cette autorisation ne peut être donnée qu’aux Etats qui accordent, sur leur territoire, la même faculté au gouvernement français.

Le transport s’effectue sous la conduite d’agents français et aux frais du gouvernement requérant.
