“Any person who, having been the victim of theft, fraud or breach of trust, is unable to obtain effective and adequate reparation or compensation for their loss in any way whatsoever, and is therefore in a serious material situation, may obtain compensation under the conditions set out in Articles 706-3 (third and last paragraph) to 706-12, when his or her resources are below the ceiling for partial legal aid, affected where applicable by a correction for family expenses, provided for by article 3 of order no. 92-1143 of 12 October 1992 relating to legal aid in criminal matters in Mayotte. “
