Article 919-19 of the French Cinema and Moving Image Code

If, after application of the ceilings provided for in article 911-18, the appropriations allocated to the aid provided for in this sub-section have not been used up, a new calculation is made for the benefit of the delegated production companies for which these ceilings have not been reached by applying a rate to the amount of the production cost of each eligible cinematographic work.
The rate is determined by calculating the ratio between the amount of the remaining credits and the total amount of the production costs of the eligible cinematographic works produced by all the delegated production companies for which the aforementioned ceilings have not been reached.

Si après application des plafonds prévus à l’article 911-18, les crédits affectés aux aides prévues par la présente sous-section n’ont pas été épuisés, il est procédé à un nouveau calcul au bénéfice des entreprises de production déléguées pour lesquelles ces plafonds n’ont pas été atteints par application d’un taux au montant du coût de fabrication de chaque œuvre cinématographique éligible.
Le taux est déterminé en effectuant le rapport entre le montant des crédits restants et le montant total des coûts de fabrication des œuvres cinématographiques éligibles produites par l’ensemble des entreprises de production déléguées pour lesquelles les plafonds précités n’ont pas été atteints.
