Article A322-146 of the French Sports Code

The Prefect may oppose the opening or order the closure of establishments or facilities that do not provide the safety guarantees required by this Code, after consulting the local representative bodies of the French Ball-Trap Federation.
The Prefect may also oppose the opening of any establishment or facility if the civil liability of the organiser and each of the participants is not guaranteed by insurance covering all shooting activities with hunting weapons.

Article A322-146

Le préfet peut s’opposer à l’ouverture ou prononcer la fermeture des établissements ou installations qui ne présentent pas les garanties de sécurité prévues par le présent code après consultation éventuelle des organismes locaux représentatifs de la Fédération française de ball-trap.
Il peut également s’opposer à l’ouverture de tout établissement ou installation si la responsabilité civile de l’organisateur et de chacun des participants n’est pas garantie par la souscription d’une assurance pour l’ensemble des activités de tir aux armes de chasse.
