Article A37-29 of the French Code of Criminal Procedure

Contraventions not subject to the fixed fine procedure that have resulted in the offender being questioned or that have been recorded in his presence may be recorded using the forms described in articles A. 37 to A. 37-11 above.

In this case, the front of the payment card given to the offender states that the fixed fine procedure is not applicable to the offence detected and that the offender will be prosecuted subsequently on the initiative of the public prosecutor.

On the front of the ticket, the offender’s statements are recorded, indicating whether or not he acknowledges the offence, his signature and that of the investigator.

Les contraventions non soumises à la procédure de l’amende forfaitaire qui ont donné lieu à l’interpellation du contrevenant ou qui ont été relevées en sa présence peuvent être constatées au moyen des formulaires décrits aux articles A. 37 à A. 37-11 ci-dessus.

Dans ce cas, au recto de la carte de paiement remise au contrevenant figure l’indication que la procédure de l’amende forfaitaire n’est pas applicable à la contravention relevée et que le contrevenant fera l’objet de poursuites ultérieures à l’initiative du ministère public.

Au recto du procès-verbal de contravention sont recueillies les déclarations du contrevenant indiquant s’il reconnaît ou ne reconnaît pas l’infraction, sa signature et celle de l’enquêteur.
