Article D1115-4 of the French General Code of Local Authorities

The regional prefect is the Government commissioner for the public interest grouping.

In his functions as Government commissioner, the regional prefect may be represented.

The Government commissioner attends meetings of all deliberative and administrative bodies of the grouping.

He has access to all documents relating to the grouping, the right to visit premises belonging to the grouping or made available to it and a fifteen-day suspensive right of veto for decisions that jeopardise the existence or smooth running of the grouping. During this period, the authority that took the decision will conduct a further examination.

Le préfet de région est commissaire du Gouvernement auprès du groupement d’intérêt public.

Dans ses fonctions de commissaire du Gouvernement, le préfet de région peut se faire représenter.

Le commissaire du Gouvernement assiste aux séances de toutes les instances de délibération et d’administration du groupement.

Il a communication de tous les documents relatifs au groupement, droit de visite dans les locaux appartenant au groupement ou mis à sa disposition et droit de veto suspensif de quinze jours pour les décisions qui mettent en jeu l’existence ou le bon fonctionnement du groupement. Pendant ce délai, l’autorité qui a pris la décision procède à un nouvel examen.
