In all cases, decisions are taken by a majority of the votes of the members present or represented. In the event of a tie, the chairman has the casting vote.
A quorum is reached when at least half of the members of the Regional Conference on Health and Autonomy or one of its configurations are present or represented.
If this quorum is not reached, a second notice is sent within eight days with the same agenda. The Conference and each of its configurations shall then deliberate validly regardless of the number of members present.
In duly substantiated cases of extreme urgency, the members of the Regional Conference on Health and Autonomy may be consulted by any appropriate means enabling them to be identified and to participate effectively in a collegial deliberation.
If the alternate member is unable to take his place, the full member may give a mandate to another full member, who may not receive more than one mandate unless, within the limit of three mandates per full member, the rules of procedure provide otherwise.
The chairmen of the Regional Conference on Health and Autonomy and of each of its configurations may neither give nor receive proxies.
