Referrals to the committee may be made by the purchaser or by the contract holder.
Referrals shall be made by means of a detailed note setting out the grounds for the dispute and, where appropriate, the nature and amount of the claims made. This memorandum shall be accompanied by the contract documents and all correspondence relating to the dispute. It is sent to the committee by registered letter with acknowledgement of receipt or deposited with the committee secretariat in return for a receipt. Communications and exchanges of information with the committee may be carried out electronically.
